About this opportunity

The U.S. Fish and Wildlife Service (USFWS), through its Joint Administrative Operations division, has published a Notice of Intent to Award a Sole Source Contract on March 5, 2026. This special notice indicates the agency's intention to award a firm fixed price contract with a base period plus four option years to the Minnesota Department of Public Safety (MN DPS) for wireless telecommunications and dispatching services. The contract falls under the simplified acquisition threshold of $250,000 and is being pursued under Federal Acquisition Regulation (FAR) Part 13.106-1(b) authority, which permits sole source awards under specific circumstances. The NAICS classification for this requirement is 517112 (Wireless Telecommunications Carriers except Satellite). This notice is not a request for competitive quotes but rather a notification of the agency's intent to proceed with a non-competitive award to a single, pre-identified contractor.

The primary objective of this contract is to establish continued voice message handling and dispatching services on radio frequencies licensed to both the MN DPS and USFWS, operating 24 hours per day, seven days per week. The MN DPS will provide emergency and non-emergency dispatch coordination, voice communications to maintain USFWS law enforcement officer availability, and CAD connectivity utilizing I-mobile software. The notice indicates that the requirement is unique to Minnesota's geographic location and the specific radio communication codes used by state law enforcement, justifying the sole source approach. Interested parties have until March 15, 2026, to submit a written statement of capabilities containing clear and convincing evidence that competition would be advantageous to the government. The statement must demonstrate the contractor's ability to meet the outlined requirements, though eligibility is effectively limited to entities capable of providing the specialized, geographically-specific dispatching services within Minnesota's existing law enforcement infrastructure.
