About this opportunity
The U.S. Fish and Wildlife Service has published a notice of intent to award a sole source contract to Implan, located in Huntersville, North Carolina, for economic modeling software and data services. This procurement falls under the simplified acquisition threshold of $250,000 and is classified under NAICS code 513210 (Software Publishers). The contract will be awarded on a firm fixed price basis through the Department of the Interior's Joint Administrative Operations division. The agency emphasizes that this is not a competitive solicitation but rather an announcement of their intention to proceed with a sole source award. The notice was posted on August 14, 2025, with interested parties having until August 24, 2025, to respond.
The primary objective is to acquire IMPLAN input-output economic modeling software essential for conducting economic impact and contribution analyses across DOI bureaus, supporting initiatives related to energy development, land and resource management, Tribal sovereignty, and public accountability. The software must provide comprehensive economic modeling capabilities including direct, indirect, and induced economic effects across all sectors, regionalized data at county and state levels for all U.S. geographies, and trade-flow algorithms for inter-regional analysis. Although this is structured as a sole source procurement, any interested party believing they can meet the requirements may submit a written statement of capabilities containing clear and convincing evidence that competition would benefit the government. The procurement ensures methodological consistency across DOI bureaus and supports the department's mission to analyze and communicate the economic value of its programs and natural resources. Contractors must demonstrate their ability to provide the specialized economic modeling capabilities that match the government's specific analytical requirements.
