About this opportunity

The U.S. Fish and Wildlife Service Lower Great Lakes Fishery Resources office intends to award a firm fixed price contract on a sole-source basis to Innovasea for proprietary fish tracking equipment compatible with current USFWS systems and programs, with responses due by August 21, 2026. The purchase will be executed under Simplified Acquisition Procedures (FAR 13.106-1(b)) and does not exceed the simplified acquisition threshold of $250,000.

USFWS requires Innovasea equipment specifically because it is the sole supplier of acoustic receivers and tags compatible with the Great Lakes Acoustic Telemetry Observation System (GLATOS), funded by the Great Lakes Fishery Commission. Other manufacturers' equipment cannot integrate with USFWS systems already deployed in the field or report tag detections into the GLATOS network. The proprietary nature of the acoustic telemetry technology and the critical need for compatibility constitute barriers to competition.

The acquisition supports fisheries management activities including documenting movement patterns and habitat requirements for species of interest, developing improved sampling protocols, and monitoring invasive species. Fair and reasonable pricing has been established through comparison with similar prior purchases.

Interested parties may submit capability statements demonstrating clear and convincing evidence that competition would benefit the Government within seven calendar days of this notice (closing August 21, 2026, 5:00 p.m. Eastern Time). The Government retains sole discretion to conduct competitive procurement. Contact Melissa Niemi at melissa_niemi@ios.doi.gov.
