About this opportunity

The U.S. Department of Energy's Office of Scientific and Technical Information (OSTI) has published a Notice of Intent to Sole Source a firm-fixed award to ORCID (Open Researcher and Contributor ID) for renewal of its API contract. This special notice was posted on March 13, 2026, and represents a non-competitive procurement authorized under FAR 13.106-1(b) and FAR 6.302-1(a)(2)(i)(ii). OSTI intends to award this contract exclusively to ORCID based on market research findings that determined only this organization can provide the required researcher identifier system necessary for integration into DOE information systems. The procurement falls under NAICS code 541990 (All Other Professional, Scientific, and Technical Services) and has a product service code of U005 (Education/Training—Tuition/Registration/Membership Fees). This sole source determination reflects OSTI's critical dependency on ORCID's unique capabilities for managing researcher identities and contributions.

The contract renewal covers a one-year membership period from April 1, 2026, through March 31, 2027, and will provide OSTI with participation rights in ORCID working groups, full voting rights on policy and technical decisions, and comprehensive access to the ORCID database for adding, retrieving, and integrating author records into departmental systems. Although this is not a competitive procurement, interested parties may submit written responses by the March 20, 2026, deadline at 5:00 p.m. EST to the point of contact, Natalie Barnett, at barnettn@osti.gov. All prospective offerors must be registered in the System for Award Management (SAM) prior to contract award. ORCID, a non-profit organization supported by a global community of research institutions, publishers, and funders, enables transparent connections between researchers and their contributions through its identifier system. The contracting office is located at the U.S. Department of Energy, Office of Scientific and Technical Information, P.O. Box 62, Oak Ridge, Tennessee 37830.
