About this opportunity

U.S. Army Contracting Command, Aberdeen Proving Ground, Natick Division announced on August 26, 2026 its intent to sole-source a firm-fixed-price contract modification to SMART LLC for removal of DowTherm J from the Doriot Climatic Chambers Wind Tunnel fluid systems and replumbing work at the U.S. Army Natick Soldier Systems Center; this is not a competitive solicitation, and the contracting officer has discretion whether to compete the action despite the stated intent.

The work involves complete removal of DowTherm J from brine fluid systems, including drainage of underground and above-ground storage tanks and exterior plumbing remediation at Building 2. Following chemical removal, the contractor will replumb the Tropical Wind Tunnel water circulation system with copper piping (schedule 80) to eliminate ongoing leaks caused by existing schedule 80 piping, drain the system, remove old plumbing, install new copper piping with branching circulation, add a drainage system above the louvered access door, and refill with a 30% glycol and 70% water mixture. The period of performance is 20 weeks following Notice to Proceed, with work scheduled from September 21, 2026 to February 8, 2027. ACC-APG, Natick Division is restricting competition based on safety concerns and specialized facility knowledge; the Government determined that only SMART LLC possesses requisite working knowledge of wind tunnel controls and systems necessary to safely handle hazardous chemical removal, as improper handling could result in fires, explosions, or fatalities. Funding is Operations & Maintenance, Army (OMA) for FY 2026. Award is anticipated on or before September 15, 2026. Responses demonstrating capability to meet requirements without unacceptable delays or duplicative Government costs must be submitted by email to edmund.j.bousaleh.civ@army.mil and alejandro.ayala.civ@army.mil no later than September 10, 2026.
