About this opportunity

The National Oceanic and Atmospheric Administration (NOAA), Alaska Fisheries Science Center (AKFSC), has issued a Special Notice announcing its intent to award a sole source contract to the City and Borough of Juneau for research vessel moorage services. The procurement is for year-round moorage of a 36-foot research vessel along with ancillary storage and crane access services located in Juneau, Alaska. The contract will support the mission requirements of NOAA's Small Boat Program, with services including storage for vessel gear, dive gear, and marine mammal entanglement response equipment. The government intends to use Federal Acquisition Regulation (FAR) 13.106-1(b)(1) authority for this sole source award. The applicable NAICS code is 488310 (Port and Harbor Operations) with a small business size standard of $47.0 million.

The sole source justification is based on the City and Borough of Juneau's unique ability to provide moorage at four different marina locations, including the former Auke Bay Marine Station site, with space available at other moorages at no additional cost. Market research confirmed that no alternative marina options can meet the government's specific requirements due to location, availability, size requirements, and seasonal limitations of other facilities. Interested contractors who believe they can fully meet the government's requirements may submit substantiating documentation by July 18, 2025, at 5:00 PM Eastern Time via email to Christie.Lang@noaa.gov. This Special Notice is not a request for competitive proposals, and oral communications are not acceptable responses. The government will evaluate any submissions solely to determine whether to conduct the procurement on a competitive basis, though the final determination remains at the government's discretion.
