Notice of Intent to Solicit Energy Savings Performance Contracts (Indefinite Delivery Indefinite Quantity)
The Department of Energy (DOE) intends to solicit Energy Savings Performance Contracts (ESPCs) by way of DOE Indefinite Delivery Indefinite Quantity (IDIQ) contracts under the authority of 42 USC 8287. DOE anticipates posting of a solicitation during mid-2014 with an anticipated award in mid-2015. These dates, however, are subject to change. The IDIQ contracts will allow for task orders to be placed between Federal agencies and Energy Service Companies (ESCOs). The ESCOs will conduct comprehensive energy audits for the Federal facility and identify improvements to save energy and/or implement renewable energy projects. In consultation with the Federal agencies, the ESCOs will design and construct projects that meets the agency?s needs as well as arrange necessary financing. The ESCOs will guarantee that the improvements will generate energy cost savings sufficient to pay for the project over the term of the contract. The ESCO, through measurements, will then verify the energy savings throughout the period of performance of the contract. After the contract ends, all additional cost savings accrue to the Federal agencies. Task orders issued against the IDIQ contracts may have a period of performance up to 25 years.
