About this opportunity
The Indian Health Service's Nashville Area office has published a Special Notice announcing its intent to make a sole source award to Niagara Falls Memorial Hospital for the Special Diabetes Program for Indians (SDPI) grant. This notice pertains to a firm-fixed price contract for diabetes management services specifically for the Tuscarora Nation clinic and IHS Lockport Service Unit. The SDPI grant program was established by Congress in 1997 to address the diabetes epidemic among American Indians and Alaska Natives, providing funding for diabetes treatment and prevention across IHS, Tribal, and Urban Indian health programs nationwide. The Indian Health Service coordinated this annual grant program with guidance from the Tribal Leaders Diabetes Committee. The contract involves clinical RN diabetes management and outreach education and prevention activities for Tribal members.
The primary objective of this Special Notice is to provide diabetes education and prevention services to Tuscarora and Tonawanda Tribal members through a twelve-month base period from August 1, 2025, to July 31, 2026, with three option years available. The agency justifies the sole source approach by stating that Niagara Falls Memorial Hospital is uniquely qualified as the current fiduciary responsible for the Tuscarora Nation clinic and the only organization permitted on the territory with the necessary community and cultural capacity to reach grant participants. Interested contractors must submit written responses by July 25, 2025, at 11:00 am CST to donna.harjo@ihs.gov, including their organization details, UEI number, service capabilities, and a five-page capabilities statement. The government will evaluate responses but reserves the right to proceed with the sole source award to Niagara Falls Memorial Hospital if no more advantageous alternative is identified. Contractors must demonstrate the ability to hire Tribal members and provide the specific cultural competency required for effective diabetes management and outcome reporting.
