About this opportunity

The Department of the Air Force Air Mobility Command is seeking contractors to design and produce a web-based Special Departure Procedures (SDP) takeoff performance system for multiple aircraft mission design series including C-5M, KC-46, C-17, KC-135, C-130J, C-37A, C-21A, and E-3 aircraft. The system must provide one-engine inoperative departure data to maximize aircraft operational weights while ensuring safe escape routing, with data delivered via internet access, email, or direct-to-aircraft delivery methods. Contractors must demonstrate capabilities to analyze obstacle and terrain data, maintain 24/7/365 support systems with rapid response times, and provide secure web portal access along with web-based training modules. The procurement falls under NAICS code 541360 (Geophysical Surveying and Mapping Services) and requires interested vendors to submit 10-page capabilities statements demonstrating their ability to perform the specified services. The response deadline is 3:00 PM CST on July 28, 2025, with contract award anticipated no later than September 15, 2026.

This procurement does not utilize any set-aside designations, though the solicitation encourages participation from various small business categories including Small Disadvantaged Businesses, HUBZone Firms, 8(a) firms, Service-Disabled Veteran-Owned Small Businesses, and Woman-Owned Small Businesses. The current incumbent contractor is Jeppesen Sanderson, Inc., which is classified as a large business. The NAICS size standard for this category is $28,500,000, and the anticipated contract structure is Firm Fixed Price (FFP). The contract will include a one-year base period with four twelve-month option periods and an additional six-month extension possibility. The contractor will perform work remotely from their own facility and must maintain system accuracy of 95% with minimal errors while providing continuous airport surveillance services and monthly status reporting.

Notice text

Headquarters Air Mobility Command’s Directorate of Airfield Operations Division (A3A) Terminal Instruments Procedures (A3AT) requires the production and design of a web-based SDP takeoff performance system for the defined Mission Design Series (MDS) based on each aircraft manufacturer’s performance algorithm, as well as real time derived data to make takeoff calculations. Aircraft requiring SDP subscriptions include C-5M, KC-46, C-17, KC-135, C-130J, C-37A, C-21A, and E-3. The Government may add new or delete MDS aircraft, as necessary, to the contract list.

The Contractor shall provide all labor, management, analysis, planning programming, administration, training, review, transportation and incidentals necessary for one-engine inoperative departure data in order to maximize aircraft operational weights while providing safe escape routings for specified Mission Design Series (MDS) aircraft in accordance with (IAW) this Performance Work Statement (PWS).  SDP data shall be delivered to the Government via Internet access, email or other avenues for direct-to-aircraft data delivery, for retrieval of data for a specified list of airports, runways, aircraft and engine type and takeoff flap settings in order to enhance the Air Force’s ability to safely and effectively conduct operations from these fields.

The place of performance shall be at the Contractor's facility.
