About this opportunity
The Air Force seeks a contractor to provide one-engine inoperative departure data and a web-based special departure procedures takeoff performance system for various aircraft models. The contractor must design procedures in accordance with manufacturer performance algorithms and federal regulations to maximize aircraft weight while ensuring emergency egress routes. The contractor shall deliver data and training materials via a secure website over a one year base period and four one-year option periods. Proposals are due by September 3, 2021 and will be evaluated based on technical approach, past performance, and price.
There is no set-aside designation. The NAICS code is 541511 and PSC code is D304. Jeppesen Sanderson is the likely incumbent as they currently provide these services under an $8.3 million sole source contract due to proprietary software. The estimated value of this follow-on contract is higher to account for additional aircraft. The contractor must provide airport surveillance, ad hoc procedures within 24 hours, and recurring subscriptions. Performance will take place at Scott AFB, Illinois.
Notice text
1.3 OBJECTIVE. Contractor shall provide all labor, management, analysis, planning programming, administration, training, review, transportation and incidentals necessary for one-engine inoperative departure data in order to maximize aircraft operational weights while providing safe escape routings for specified Mission Design Series (MDS) aircraft in accordance with (IAW) this Performance Work Statement (PWS). SDP data shall be delivered to the Government via internet access, email or other avenues for direct-to-aircraft data delivery, for retrieval of data for a specified list of airports, runways, aircraft and engine type and takeoff flap settings in order to enhance the Air Force's ability to safely and effectively conduct operations from these fields.
1.4 SCOPE OF WORK. In the performance of this PWS, the contractor shall design and provide a web-based SDP takeoff performance system for the defined MDS based on each aircraft manufacturer's performance algorithm, as well as real time derived data to make takeoff calculations. Aircraft requiring SDP subscriptions include: C-5M, KC-10, KC-46, C-17, KC-135, C-130H, C-130J, C-37A, C-21A, RC-26B, E-3 and E-8C. The Government may add new or delete MDS aircraft, as necessary, to the contract list.
NOTE: Please see the Performance Work Statement that is included in the solicitation document.
