About this opportunity
The Department of the Navy Naval Sea Systems Command is seeking fabrication services for specialized containers through a Request for Quote that will be posted on SAM.gov on October 21, 2025. The procurement involves manufacturing four custom containers with specific load capacities and dimensions: two containers designed according to Attachment 1 specifications with 5000-pound capacity and interior dimensions of 70 x 54 x 42 inches, and two containers per Attachment 2 specifications with 1500-pound capacity and interior dimensions of 72 x 27 x 27 inches. All containers must meet stringent requirements including radioactive excepted package certification, specific lifting and handling capabilities, mercury-free materials, and black paint finish if carbon steel construction is used. The contractor must furnish all materials and submit design drawings to Norfolk Naval Shipyard technical points of contact for approval prior to manufacturing. This pre-solicitation notice indicates the upcoming opportunity will be evaluated as a Firm-Fixed-Price award, with quotes due shortly after the October 21 posting date.
This acquisition is designated as a 100% Small Business Set-Aside under NAICS code 332439 (Other Metal Container Manufacturing), restricting competition to qualifying small business entities. The procurement involves fabricating a total of four specialized containers, with delivery expected to Norfolk Naval Shipyard for handling complex radioactive materials and equipment. Both container types require sophisticated engineering features including removable covers, gaskets for bolted closures, specific shelf configurations, and dual-orientation loading capabilities for both crane and forklift operations. No incumbent contractors or budget ranges are specified in the pre-solicitation notice, though the specialized nature of the containers and certification requirements suggest a significant manufacturing investment. The timeline indicates a rapid procurement schedule, with the RFQ posting October 21 and responses likely due within days of that date.
