About this opportunity
The Defense Logistics Agency Troop Support Construction and Equipment is seeking firm fixed-price quotations for the procurement of 64 ISO 20-foot shipping containers with doors on one end, classified under NSN 8150-01-463-8553. The containers must comply with ISO standards and be painted in Federal Standard 595 Camo-Green color with white ISO markings, specifically for shipping and storage use at the 402nd AFSBN-Hawaii facility at Schofield Barracks. Key requirements include no floor-mounted securing devices or hardware, anti-rack hardware made of galvanized steel to prevent rusting in humid and salty conditions, and strict prohibition of surplus containers. The acquisition is being processed under FAR 13.5 "Test Program for Certain Commercial Items" utilizing simplified procedures for competition and evaluation. Quote submissions must be made exclusively through the DLA Internet Bid Board System (DIBBS) by September 2, 2025, with no alternative submission methods accepted for initial proposals.
This procurement carries no set-aside designation and is unrestricted to all qualified contractors. The solicitation does not identify any incumbent contractors or provide specific budget ranges, though quantity price breaks will be considered for the 64-unit requirement. The containers will be delivered to Schofield Barracks, Hawaii, where off-loading equipment is available at the destination. The anti-rack hardware specifications require galvanized steel components including locking bars, mounting brackets, cams, retainers, handles, and support brackets that remain unpainted to maintain corrosion resistance. The procurement falls under NAICS code 332439 for Other Metal Container Manufacturing and PSC category 8150 for Freight Containers, indicating the specialized nature of these military-grade shipping containers.
