About this opportunity
The Defense Logistics Agency Aviation is seeking to procure 900 units of turbine rotor blades for aircraft engines through a Request for Proposal that will be issued on approximately October 30, 2025. The specific item is a Pratt and Whitney turbine rotor blade (Part Number 4086401, NSN 2840-01-463-4340) classified as an Air Force Critical Safety/Critical Application Item requiring higher level quality systems. This procurement utilizes other than full and open competition and is anticipated to be awarded against the Original Equipment Manufacturer's Basic Ordering Agreement as a firm fixed price contract. The solicitation closing date is scheduled for approximately November 30, 2025, with delivery required within 600 days after receipt of order. Contract award decisions will be based on a combination of price, past performance, and other evaluation factors using the Supplier Performance Risk System, with alternate offerors required to submit Source Approval Request packages for consideration.
This procurement does not utilize any set-aside designations and is unrestricted competition. While Pratt and Whitney appears to be the original equipment manufacturer with an existing Basic Ordering Agreement, alternate suppliers may compete if they can complete the Source Approval Request process in time for evaluation. Offers exceeding $900,000 will require submission of a subcontracting plan, while offers over $2,500,000 must include both certified cost and pricing data and a subcontracting plan. The procurement quantity of 900 turbine rotor blades with a 600-day delivery timeline suggests a significant manufacturing commitment. All potential contractors must maintain active registration in the System for Award Management to be eligible for award consideration, regardless of the final contract value.
