About this opportunity
The Defense Logistics Agency (DLA) Aviation is seeking to acquire two mission-critical virgin hydrofluorocarbon (HFC) compressed gases, Heptafluoropropane (HFC227ea) and Hexafluoropropane (HFCR236fa), through Solicitation SPE4A2-24-R-0015. These gases are required to support the Department of Defense's transition of weapons platforms from ozone-depleting substances. The solicitation was posted on August 1, 2024, with offers due by August 30, 2024. An amendment was posted on August 21, 2024, providing an updated summary of questions and answers. The solicitation outlines specific packaging and purity requirements for the gases, and DLA will review sample safety data sheets prior to award. DLA may award the gases separately if determined beneficial during evaluation, but preference is for a single award.
The solicitation is not set-aside, and there is no information provided on potential incumbents or current contractors. The estimated contract value or budget range is not specified, but the requirement is for a sustainable supply of the gases to support Department of Defense needs through at least 2060. The gases will be placed in static storage at the DLA facility in Richmond, Virginia.
Notice text
The American Innovation and Manufacturing Act (AIM Act) targets several Hydrofluorocarbon gasses for
phase down of production as previously occurred with Ozone Depleting Substances (ODS). As many
weapons platforms within the Department of Defense moved from ODS to HFCs, the need has arisen to
ensure a sustainable supply of these Mission Critical compressed gasses is available. Projected need
extends beyond the year 2060. To that end, The Defense Logistics Agency (DLA) will initiate a large
acquisition of two (2) mission critical virgin HFC compressed gasses, determined by the Services to be the
most critical at this time; Heptafluropropane (HFC‐227ea) and Hexafluoropropane (HFC‐R236fa). These
two items will be placed in a static storage at DLA, Richmond, Virginia until such time as they are needed.
HFC Solicitation SPE4A2-24-R-0015 was posted on 8/1/2024. Offers due on 8/30/2024.
Amendment SPE4A2-24-R-0015-0001 was posted on 8/21/2024.
Updated summary of questions and answers for this solicitation as of 8/21/2024.
