About this opportunity
The Defense Logistics Agency (DLA) Aviation has issued this Sources Sought Notice to conduct market research on the manufacturing capability for approximately 1,388 National Stock Numbers (NSNs) related to aircraft parts and auxiliary equipment. This is a pre-solicitation announcement intended for informational purposes only and does not constitute a formal solicitation or commitment to award a contract. Interested contractors must understand that Bell Boeing (CAGE 3B1R2) is currently the sole approved source for these items, and any company seeking to compete must demonstrate manufacturing capability equal to or superior to the incumbent through the Source Approval Request (SAR) Program. The evaluation will focus on the contractor's technical ability to produce items of equal or better quality than the currently approved source, with contractors bearing the responsibility to document and substantiate their product equivalency. Responses to this notice are voluntary and non-binding, and no funds are available to compensate respondents for their preparation efforts. The posted date for this notice is March 5, 2026, with a due date for responses on March 12, 2026.
No set-aside designations apply to this procurement opportunity. Bell Boeing serves as the current approved source and incumbent contractor for these items. The notice does not specify an award value or budget range for this market research effort. Contractors interested in becoming approved sources must submit a Source Approval Request (SAR) package through the DoDSafe link by emailing dlaavnsmallbus@dla.mil with the subject line "Request a SAR Drop Off" and providing their CAGE code and relevant NSN information. The procurement involves approximately 1,388 NSNs mapped to Army Master Parts List (AMPL) part numbers, with the technical specifications and part listings detailed in the attached Technical V22 NIIN List PDF document.
Notice text
Defense Logistics Agency (DLA) Weapons Support (Richmond) is issuing this Sources Sought Notice as a means of conducting market research to determine if other companies can manufacture (or legitimately obtaining) the attached 1388 NSNs (see PDF attachment). THERE IS ONE APPROVED SOURCE FOR THESE ITEMS: BELL BOEING, CAGE 3B1R2. NSNs found not to be sole source will not be considered for future procurement under this Sources Sought.
This Sources Sought Notice is for informational purposes only. This is not a request for an offer. This does not constitute as a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this technical description is strictly voluntary.
If your company desires to be reviewed and qualified as an "Approved Source" for this item, please submit an application package through the Source Approval Request (SAR) Program. A SAR package contains all the technical data needed to demonstrate that the prospective contractor can competently manufacture the product to the same level of quality, or better, than the required item. The onus is on the contractor to document and demonstrate their product is equal to, or better, than the currently approved item, which DLA Aviation is procuring.
These items require Government Source Approval prior to award. THERE IS ONE APPROVED SOURCE FOR THESE ITEMS: BELL BOEING, CAGE 3B1R2. If you are not an approved source, you must submit a Source Approval Request (SAR). DLA Weapons Support can only receive Source Approval Requests (SAR) through DoDSafe link due to internet/web safety concerns per Engineering. To submit your SAR, please send an email to: dlaavnsmallbus@dla.mil, subject line "Request a SAR Drop Off". Include CAGE code, the NSN, and the email address where you want to receive the DoDSafe link. After DLA Aviation Small Business receives your email request, a DoDSafe drop off will be returned, where you can download your SAR file and return.
