About this opportunity

The Naval Surface Warfare Center, Panama City Division (NSWCPCD) is conducting a sources sought survey for commercial off-the-shelf portable fuel storage systems with integrated pumping capability in support of the Self-Support Distributed Refueling System (SPDRS) program, with responses due by June 22, 2026. This is a sources sought announcement, not a request for proposals.

The system must include a standard utility fuel service nozzle and accept fuel from a military hand service nozzle (1.650-inch diameter, 7.280-inch length, NSN 4930-00-106-8674) at minimum 10 GPM (threshold) or 25 GPM (objective). The integrated pump must dispense fuel at the same minimum rates. The system shall incorporate volume measurement capability and a fuel-dispensed meter. Two tank sizes are required: a Small variant with 20–50 gallon maximum capacity and a Medium variant with 70–120 gallon maximum capacity. Both must be transportable on off-road vehicles when full and stackable while full. When empty, the system shall be man-portable by 2 to 6 Marines. The system must operate at temperatures down to −25 degrees Fahrenheit and be compatible with 24V and/or 12V power. Manual vent cap options and latch details should be specified.

NAICS 332420 (Metal Tank Heavy Gauge Manufacturing) and PSC 5430 (Storage Tanks) apply. No set-aside is anticipated.
