National Aeronautics and Space Administration (NASA), Goddard Space Flight Center (GSFC) Code 210.M, Office of Mission Enabling in support of Code 582, Flight Software Systems Branch intends to negotiate solely (as prescribed in FAR 13.106(b)(1)(i) with Cobham Gaisler AB, Kungsgatan 12, 41119 Goteborg, Sweden, for the procurement of SPARC LEON development equipment.
The government will purchase the following items:

The above hardware products are a critical component and will be used to develop SPARC LEON software in support of Code 582, Flight Software Systems Branch.
Cobham Gaisler AB is the only source that develops and sells the SPARC LEON4 processor board, debugging hardware and software required to meet the software development needs because this hardware is unique and is highly specialized. The hardware and debugging software provided by Cobham Gaisler AB is proprietary and no other distributor is authorized.
The North American Industry Classification System (NAICS) for this requirement is 541512 and the size standard is $27.5 million.
This announcement constitutes the notice required by FAR 5.201. Interested persons may identify their interest by submitting a capability statement, proposal or quotation to the point of contact listed below. This Special Notice of Intent is not a request for competitive quotes. Information received will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government.
