About this opportunity
This pre-solicitation notice seeks information to issue a request for proposal for a formulation study of a Coronagraph instrument for the Space Weather Next Lagrange 1 Series. The National Aeronautics and Space Administration Goddard Space Flight Center intends to procure this instrument as part of follow-on missions to the current Space Weather Follow On Lagrange 1 Mission. The Coronagraph will provide coronal imagery of the sun to detect and characterize earth-directed coronal mass ejections. A draft RFP is targeted for 4th quarter FY2022 with the final RFP anticipated in 1st quarter FY2023. All questions must be submitted by July 22, 2022.
There is no set-aside designated for this procurement. The primary NAICS code is 336414 for guided missile and space vehicle manufacturing and the size standard is 1250 employees. It is anticipated that up to two firm fixed price contracts will be awarded, each approximately $1 million for an 8-month period of performance. The final report and risk mitigation report are due 8 months after contract award.

THIS IS NOT A REQUEST FOR PROPOSAL. NO PROPOSALS ARE TO BE SUBMITTED IN RESPONSE TO THIS NOTICE.
The National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC) is soliciting information to issue a Request for Proposal (RFP) for a Formulation study. This new procurement is for a definition-phase study of a Coronagraph (COR) instrument for the Space Weather Next Lagrange 1 (SW Next L1) Series a follow-on to the current Space Weather Follow On Lagrange 1 (SWFO-L1) Mission. The SW Next L1 Series is anticipated as a series of two procured spacecraft with options for two additional units.
The SW Next L1 Series is a high priority joint undertaking by NASA and the Department of Commerce, National Oceanic and Atmospheric Administration (NOAA). The SW Next L1 Observatories will provide NOAA with the continuity of solar wind data and Coronal Mass Ejection (CME) imagery, which is the National Weather Service's highest priority for space weather observations. The COR instrument will be part of the SW Next L1 Observatories. The instrument will provide coronal imagery of the Sun for detection and characterization of the Earth-directed CMEs.
