About this opportunity

The United States Space Force's Space Training and Readiness Command (STARCOM) is seeking academic institution partnerships to develop a Captain's Leadership Course (CLC) for Company Grade Officers. This course will provide Professional Military Education independent of the United States Air Force, focusing on critical areas including leadership, communication, joint doctrine, and Space Force-specific doctrine. The procurement aims to leverage civilian universities' educational capabilities to create an expedited curriculum for professional military training. Key requirements include full STARCOM curriculum oversight, course development covering mission command, organizational processes, and spacepower integration, with the ability to support both classified and unclassified content. Responses to the Request for Information (RFI) are due by 1600 Mountain Standard Time on April 9, 2025, with Major Rebecca Manning serving as the primary point of contact via email.

The pre-solicitation notice indicates no specific set-aside for this contract opportunity and does not mention current incumbents or precise award values. The course is designed with specific throughput targets, anticipating approximately 250 graduates per year in fiscal years 2025-2027, scaling up to 420 graduates by fiscal year 2028. Each cohort will comprise 50-60 students in classes of 12-15 students, with the course duration ranging from 5-8 weeks. The program will incorporate wargaming and simulations and require access to classified facilities. Academic institutions responding to the RFI are expected to provide comprehensive details on partnership approaches, curriculum development strategies, operational capabilities, compliance mechanisms, and potential timelines for curriculum development.

Notice text

The United States Space Force (USSF) Space Training and Readiness Command (STARCOM) is considering partnerships with academic institutions with expertise in curriculum development for a new USSF Captain’s Leadership Course (CLC). This course will provide Company Grade Officer (CGO)-level Professional Military Education (PME) independent of United States Air Force (USAF) PME. Because of factors requiring an expedited pivot from existing USAF PME, STARCOM is considering leveraging existing education capabilities of civilian universities to supplement existing courseware in Leadership, Communication, Joint Doctrine, and USSF Doctrine.
