About this opportunity

The National Oceanic and Atmospheric Administration's (NOAA) Office of Space Commerce (OSC) is conducting market research to establish a Blanket Purchase Agreement (BPA) or indefinite delivery/indefinite quantity (IDIQ) contract for Space Situational Awareness (SSA) and Space Traffic Coordination (STC) services. The procurement seeks commercial providers capable of delivering comprehensive SSA data and services, including ground and space-based sensor tracking, orbit determination, ephemerides generation, conjunction assessment, risk assessment, data quality monitoring, space weather services, and related analytics. The RFI targets potential vendors who can support the Traffic Coordination System for Space (TraCSS), which was developed to fulfill the 2018 Space Policy Directive-3. Interested companies must submit detailed capability statements, past performance information, and company classification details by May 6, 2025, at 12:00 pm. Vendors can respond through an online questionnaire or via email to David Marks, with the primary objective of improving the government's understanding of industry capabilities for potential future contract opportunities.

The solicitation does not include any specific set-aside designations and does not mention incumbent contractors or precise award values. The RFI emphasizes that this is a market research effort and does not guarantee contract award, serving primarily to explore industry capabilities for a potential multi-vendor agreement. The TraCSS system is designed to operate continuously (24/7) and will integrate SSA data from multiple sources, including the Department of Defense, NOAA, commercial providers, and satellite owner/operators. While no specific budget range is disclosed, the scope suggests a comprehensive and potentially significant procurement targeting advanced space tracking and coordination technologies. The government's approach indicates a strategic effort to enhance space safety and sustainability through collaborative engagement with commercial SSA service providers, with potential for future competitive solicitations based on the market research findings.
