About this opportunity

The Department of Housing and Urban Development (HUD) issued a Special Notice on January 28, 2026, regarding Space Planning, Design, and Construction Administration Services for the new HUD Headquarters at the Eisenhower Building in Alexandria, Virginia. This is a notice of intent to award a sole source purchase order to USGBF NSF, LLC, the lessor of the building. HUD Headquarters is leased through the General Services Administration (GSA), which maintains an exclusive lease agreement with the lessor. Under the terms of this lease arrangement, the lessor is contractually obligated to coordinate, facilitate, and implement all alterations and renovation work required to accommodate HUD's space needs. The contract action falls under the simplified acquisition threshold and has been determined to involve only one reasonably available source.

The objective of this Special Notice is to inform the market of HUD's intent to proceed with a sole source award while allowing responsible sources to submit capability statements, proposals, or quotations for consideration. The performance period is 12 months, and the notice closing date is February 2, 2026. While this is explicitly not a request for proposals or quotations, interested parties may submit relevant documentation, though such submissions are not required and requests for copies of a formal solicitation will not be honored. The Contracting Officer retains sole discretion to determine whether competition is necessary based on responses received. All information submitted will be evaluated solely to assess whether the sole source justification is appropriate, and submission of capability statements does not guarantee consideration beyond this evaluation purpose.
