This Special Notice announces the Government's intention to modify the existing contract, FA2550-07-D-8005, Space Operations Requirements Analysis, Technical Integration and Engineering Support (SORTIES) with the contractor currently performing the effort (Scitor Corporation) to increase the contract dollar ceiling by $600K from $9.01M to $9.61M. The current contract provides program management, systems engineering and technical support to ensure continuity of effort and support the 50th Space Wing Plans and Programs Office (50 SW/XP) planning and programming personnel.

The government intends to make publicly available a Justification and Approval (J&A) documenting the rationale to utilize other than full and open competition. The forthcoming J&A will cite the authority of 10 U.S.C. 2304(c)(1) in accordance with FAR 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.


Services to be provided by this requirement include, but are not limited to the following: Mission Sustainment and Future Program Planning, Requirements Development and Integration of Mission Support Equipment, 50 SW Satellite and Command and Control (C2) Systems Integration, Wing Operational Requirements Development and Coordination, Wing Operational Plan Development, Wing Host/Tenant Base Planning and Integration, and Wing Compliance and Self-Inspection Program (SIP) Support. This requirement will provide scientific and engineering technical services to the 50 SW/XP. The 50 SW/XP Office is chartered to provide future planning to support the 50th Space Wing (50 SW) mission and for 50 SW bases and units and acts as the Wing's "front door" providing initial and continuing support to external agencies. The term "front door" means the 50 SW/XP office is the single point of entry, the only source, into the 50 SW for requests for any future planning support requirements. The 50 SW/XP also provides requirements validation, system integration and planning support for Air Force Satellite Control Network (AFSCN), satellite command and control systems and 50 SW users. The contractor shall provide support to all aspects of 50 SW/XP operations.


THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. However, interested, responsible parties may identify their interests and capability to respond to this requirement by 4:00 P.M. Mountain Daylight Time, 25 November 2011, via email to the attention of the Contracting Officer at james.uram@schriever.af.mil. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. No reimbursement for any costs connected with providing capability information will be provided. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The North American Industrial Classification System Number (NAICS) is 541330, Engineering Services and the size standard is $27M.
