About this opportunity
The Department of the Air Force Space Command has issued a Limited / Sole Source Justification Notice for Space Fence Radar AN/FSY-3 Sustainment services, with the contract awarded solely to the original equipment manufacturer. The contract, valued at approximately $M, covers comprehensive sustainment services including software and hardware obsolescence management, depot support/repair, cybersecurity accreditation, logistics support, and engineering support for the existing weapon system. Market research and a Request for Information confirmed that only the original equipment manufacturer possesses the unique capabilities required, such as access to the Integrated Test Bed and comprehensive system expertise. The justification for sole source procurement is based on avoiding substantial cost duplication and preventing potential mission delays, as outlined in Federal Acquisition Regulation (FAR) 6.302-1. The contract will be executed using a Cost Plus Incentive Fee (CPIF) structure, with an estimated award date in January 2025 and a contract term including one base year and multiple option years, to be managed by the Space Systems Command Product Support Enterprise Contracting office.
Notice text
This contract was not competed and was not awarded as FFP. The contract was awarded sole source based on FAR 6.302-1(a)(2)(iii)(A): Substantial duplication of cost to the Government that is not expected to be recovered through competition, and FAR 6.302-1(a)(2)(iii)(B): Unacceptable delays in fulfilling the agency's requirements. The contract was awarded as CPIF to allow for some risk for some unknowns with the requirement but incentivize cost and performance. The redacted J&A is attached to this notice.
