About this opportunity

The Department of the Air Force has issued a Special Notice announcing its intent to award a sole-source indefinite delivery indefinite quantity (IDIQ) contract to Utah State University's Space Dynamics Laboratory (SDL). This is a Notice of Intent to Award and does not constitute a request for competitive proposals. The contract will be administered by the Space Rapid Capabilities Office (SpRCO) under the approval of the Assistant Secretary of Defense for Research and Engineering (ASD(R&E)). SDL, located in North Logan, Utah, operates as a Department of War-sponsored University Affiliated Research Center (UARC) specializing in science, technology, and engineering work. The contract falls under NAICS code 541715 for Research and Development in the Physical, Engineering, and Life Sciences, with a size standard of 1,000 employees.

The purpose of this contract is to establish a strategic partnership with SDL to support the Department of War through research and development services aligned with SDL's core competencies. These competencies encompass electro-optical sensor systems, instrument and payload development with testing and evaluation, modular open systems architecture, autonomous and intelligent unmanned sensor systems, stabilization and pointing systems, large-scale data processing and visualization, phenomenology measurements and modeling, sensor modeling and simulation, and small/micro satellite sensor systems. The contract submissions are not required as this is a sole-source award, meaning only SDL is eligible to receive this contract based on its unique capabilities and strategic designation as a UARC. The due date for this Special Notice is March 2, 2026, and the contract will be coordinated with the Primary Sponsor (SAF/SQ) to ensure alignment with Air Force requirements and priorities.
