Project Information:
The Southwest Region (AZ and NM) of the USDA Forest Service intends to achieve landscape-scale forest restoration through the award of one or more Multiple-Award, Firm Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ), Integrated Resource Service Contract(s) (IRSC) with Options, Multi-year task orders with Economic Price Adjustment and Rate Redetermination for mechanical forest restoration services across northern and central Arizona.
Award(s) will be made under the authorities of Section. 8205. STEWARDSHIP END RESULT CONTRACTING PROJECTS.-Title VI of the Healthy Forests Restoration Act of 2003 (16 U.S.C. 6591) (as amended by section 8204, further amended by the 2018 Omnibus Bill). The objective of this project is to create forests that are resilient and more closely represent their natural range of variation. The desired outcome is a multi-storied forest made up of fewer trees per acre, and openings, or interspace between groups of trees.
The project Performance Area will be a portion of the total Four Forest Restoration Initiative area. The project Performance Area will include a minimum and maximum range of acres available within six Sub-Areas in portions of the Kaibab National Forest, Coconino National Forest, Tonto National Forest and the Apache-Sitgreaves National Forest. Below is the table of minimum and maximum acres per each Sub-Area that will be available over 20 years for this solicitation.

The locations of the six Sub-Areas are detailed below:
• Sub-Area 1: The Black Mesa Sub-Area is located in the Black Mesa Ranger District of the Apache-Sitgreaves National Forest.
• Sub-Area 2: The Mogollon Rim Sub-Area is located in the Mogollon Rim Ranger District of the Coconino National Forest.
• Sub-Area 3: The Sierra Anchas Sub-Area is located in the Pleasant Valley Ranger District on the Tonto National Forest.
• Sub-Area 4: The Upper Tonto Sub-Area is located in the Payson and Pleasant Valley Ranger Districts on the Tonto National Forest.
• Sub-Area 5: The Williams/Flagstaff Sub-Area is located in the Coconino and Kaibab National Forests.
• Sub-Area 6: The Tusayan Sub-Area is located in the Kaibab National Forest.
The Map below shows the Performance Area and Sub-Areas.
The upcoming solicitation will offer a minimum of 30,250 acres per year across the Performance Area over 20 years.
This project will be available to both small and large businesses and will seek proposals that are sustainable, innovative, and cost-effective to increase the pace the scale of forest restoration in northern and central Arizona. Teaming and parternering between large and small businesses is authorized and highly encouraged. Proposals will have the opportunity to determine some very important variables, including addressing the full range of forest products, in order to maximize their market efficiencies.
The USDA Forest Service developed this upcoming solicitation jointly with project partners, which includes the Salt River Project, U.S. Bureau of Reclamation, the Arizona Commerce Authority and the Arizona Department of Forestry and Fire Management. In addition, representatives from the project partners will participate in the evaluation of proposals and provide recommendations on contractor(s) selection.
PREPROPOSAL CONFERENCES: The USDA Forest Service and the project partners are planning pre-bid/pre-proposal conferences, during which potential offerors may obtain a better understanding of the work required. Detailed information pertaining to the pre-bid/pre-proposal conferences will be contained within the upcoming solicitation.
OPTION YEARS: The base period for the contract will be years 1-8, with three additional optional periods of four years each; years 1-8 = base period, years 9-12 = optional period 1, years 13-16 = optional period 2 and years 17-20 = optional period 3.
