About this opportunity

The Department of the Army Materiel Command TACOM Life Cycle Management Command is conducting market research through its Program Manager Office Light Armored Vehicle (PMO LAV) to identify sources capable of providing engineering and logistic support for the Improved Thermal Sight System (ITSS) and Anti-Tank Weapon System (ATWS) on the USMC Family of Light Armored Vehicles. The required System Technical Support activities encompass ten categories including systems engineering, reliability and maintainability support, prototype hardware/software, engineering change proposals, configuration management, logistics products, product improvements, training, field failure analyses, and obsolescence reports. Both the ITSS and ATWS systems are proprietary to Raytheon Company, and the government does not own the technical data package or other technical data for either system. Companies must demonstrate capability to fulfill contract requirements without access to the system's technical data, and responses must include feedback on a proposed ten-year period of performance. Electronic responses are due by June 13, 2025, and must be submitted to haley.a.finazzo.civ@army.mil with specific formatting requirements including a maximum 3.5 megabyte file size per email message.

This sources sought notice indicates no set-aside designation is being used, making it open to all business sizes and types. The previous contract was awarded to the Original Equipment Manufacturer (OEM), identified as Raytheon Company, and the government intends to award another System Technical Support contract to the OEM unless market research indicates other firms can meet the requirements without access to proprietary technical data. The notice requests information about companies' capabilities to perform over a ten-year contract period, seeking industry input on whether such an extended performance period poses significant risks or challenges that might deter proposal submissions. While specific contract values are not mentioned, the comprehensive scope of engineering and logistics support services across multiple technical categories suggests a substantial long-term support contract. The market research is being conducted under NAICS code 541330 for Engineering Services, and all responses will be used solely for market research purposes with no commitment from the government to proceed with any acquisition.
