This pre-solicitation notice is not a formal solicitation and does not constitute a Government commitment to issue a solicitation or award a contract; rather, it serves as market research to assess industry interest, capability, and capacity for planning purposes. Interested contractors must respond via email to Kaley Weeden, Contract Specialist, at kaley.h.weeden.civ@army.mil by February 11, 2026, using the subject line "Market Research Survey for the Strap, Webbing, NSN: 5340-01-702-8566." Respondents must complete a detailed questionnaire addressing vendor profile information, small business status, production capabilities, lead times, monthly production rates, unit pricing, quality management systems certification, and commercial availability. Telephone responses will not be accepted, and no compensation is provided for survey participation. Access to the Technical Data Package (Distribution Code F) requires respondents to hold a current DD 2345 Militarily Critical Technical Data Agreement on file with the Defense Logistics Information Service and maintain active Joint Certification Program registration.

No set-aside designation has been applied to this opportunity, and no incumbent contractor or current award value information is provided in the notice. The Government's estimated requirement is 362 units in each of Year 1 and Year 2, representing a two-year demand forecast for planning purposes. Respondents may designate proprietary or confidential information with appropriate legends, though such markings may limit Government consideration if the data cannot be disclosed to support contractors. First Article Testing is not required for this component. While the notice does not specify an anticipated contract value or final award timeline, the market research responses will inform ACC-DTA's future acquisition strategy and potential solicitation structure for this webbing strap component.
