Key contract requirements include conducting RF propagation studies, installing new active and passive equipment, performing comprehensive testing to meet specified performance standards (RSRP targets of -95 dBm below 3 GHz and -100 dBm above 3 GHz across 95% of coverage areas, SINR greater than 4 dB, and dominance over macro signals of at least 6 dB), and providing as-built documentation. The contractor must comply with applicable standards including BICSI 006, NFPA 70, IEEE standards, and FCC regulations, and satisfy security requirements including E-Verify employment verification and background checks. This is a Sources Sought Notice only, issued for information and planning purposes; the government is not accepting bids or proposals at this time, and interested firms should respond by the March 6, 2026 deadline with company information and qualifications.

No incumbent contractor or award value information has been disclosed in the sources sought notice. The contract will be structured as a firm fixed-price engagement with a 180-day period of performance from award, with work to be performed at West Point during standard business hours (0700-1700 Monday-Friday, excluding federal holidays). The primary scope covers Building 758 (Jefferson Hall Library), with five optional tasks contingent upon funding that address redundant power systems, complete DAS upgrades for the General Instructional Building, and infrastructure improvements at Building 752 (Mahan Hall). The contractor must submit a work plan and Quality Control Plan within 10 days of award, with RF propagation floor plans and closeout documentation due 15 days after project completion.
