About this opportunity

The U.S. Army Corps of Engineers Louisville District is seeking sources for the construction of the Redstone Arsenal Airfield Microgrid - Electric Power, Photovoltaic Project, with a specific focus on multifunction protective relays and microgrid controllers. This pre-solicitation notice indicates the agency's intent to issue a sole-source brand name requirement for Schweitzer Engineering Laboratories (SEL) equipment. Interested parties who believe they can meet or exceed this requirement may submit a capability statement demonstrating their capacity to fulfill the technical specifications. The evaluation will focus on whether interested parties can adequately meet the described requirement with sufficient technical detail provided in their submissions. The deadline for capability statement submissions is 1:00 PM ET on April 22, 2026, with all materials to be directed to henry.c.caldera@usace.army.mil. This is not a competitive solicitation, though all responsible sources are encouraged to submit materials for consideration. The work falls under NAICS category 237130 (Power and Communication Line and Related Structures Construction) and PSC category Y1NZ (Construction Of Other Utilities).

No set-asides have been designated for this procurement. The pre-solicitation notice does not specify an award value or budget range for the project. Similarly, no timeline for service completion or quantity specifications for the equipment are provided in this notice. The identification of Schweitzer Engineering Laboratories as the preferred sole-source provider suggests this is a technically specialized project requiring specific equipment capabilities. Additional details regarding project scope, budget, and timeline will likely be included in the formal solicitation once the source-sought phase is concluded. Potential contractors should monitor for the full solicitation announcement and any subsequent clarifications from the contracting officer.
