About this opportunity

The Department of Commerce's National Oceanic and Atmospheric Administration (NOAA) is seeking maintenance services for National Weather Radio (NWR) transmitter systems across six states: Alabama, Colorado, Kentucky, Nebraska, Wisconsin, and Wyoming. The Sources Sought Synopsis aims to identify potential contractors capable of providing comprehensive 24/7 preventative and unscheduled maintenance for NWR transmitter sites, supporting critical emergency communication infrastructure. Contractors must demonstrate technical expertise in maintaining transmitter systems manufactured by companies like Crown Electronics, Continental Electronics, Motorola, and Armstrong Transmitter Corporation. The contract will use the North American Industry Classification System (NAICS) Code 811210 for Electronic and Precision Equipment Repair and Maintenance, with a small business size standard of $34 million. Interested parties must submit responses through the provided Sources Sought link by March 26, 2025, with no reimbursement offered for information submission.

The procurement is not set aside for any specific business category and will be structured as a firm-fixed-price contract with a one-year base period and four one-year option periods, potentially spanning five years total. The contract covers maintenance for approximately 90 transmitter sites across the specified states, with each state having between 9 and 28 individual sites located on various public and private towers. Performance requirements are stringent, mandating system availability of approximately 99.99% annually, routine maintenance every 180 calendar days, and rapid response times for site outages ranging from 12 to 24 hours. While no specific incumbent contractors are mentioned, the maintenance services are critical to supporting the NOAA Weather Radio Modernization Act of 2023, which aims to expand emergency broadcasting capabilities. The contract supports reaching over 95% of the population in each state, serving as a primary government-operated radio alert system for emergency communications.
