This is a Market Survey for potential sources capable to re-engineer and manufacture the STABILIZER INDICATOR, NSN 6610-01-326-0119. This item visually indicates either roll, pitch, cross level, train order, or deck tilt correction signals or any combination thereof. The end item is the UH-60 helicopter. The last purchase was in 2012.

•(3) Provide a brief summary of the company and its core competencies.
•(4) Current and/or Past Performance. Provide evidence of current/past contracts for the manufacturing of item and/or any components of the time or for the re-engineering and manufacturing of similar item or similar type effort with the DoD. The vendor shall submit contract number, point of contact (POC), e-mail address, phone number, a brief description of your direct support of the effort, their part number, NSN, or nomenclature, and the date of the last manufacturing effort of the same item for which they have production experience. Again, Government contract numbers, if applicable, shall be provided.
•(5) Describe the qualifications of your engineering staff who have experience in the design and production of this or a similar item or components similar in complexity and technology to what is used in this item.
•(6) Describe your company's experience in identifying the test equipment for testing this or a similar item or components similar in complexity and technology to what is used in this item.
•(7) Describe your company's experience in developing or updating a Technical Data Package.
•(8) Does your company maintain a Program and Assessment tool to monitor and analyze the availability of components to allow clear and precise tracking of all obsolescence issues? If so, please elaborate on the Program and Assessment tool(s).
•(9) Describe your company's experience in identifying the alternatives for the unavailability of obsolete materials or components to mitigate obsolescence issues.

•(11) Describe your company's experience in performing and completing First Article Testing (FAT) requirements for this or a similar item or components similar in complexity and technology to what is used in this item within a specified timeframe.
•(12) Discuss your company's capability in meeting US Government contracting delivery requirements.
•(13) The response must include documentation such as test results, copy of purchase order if the supplier was a vendor to a listed source, or a statement from a listed source demonstrating that the supplier is, in fact, capable to re-engineer, manufacture and provide the Army with units that will be physically and functionally interchangeable with the units from a previous supplier. The successful supplier may be required to warrant that the items supplied will satisfactorily perform when used for the purpose intended by the Army.
•(14) State the warranty of the items that will be supplied.
•(15) State whether the company you represent is foreign or American owned.
•(16) Identification of the contractor as a Large or a Small Business. If a Small
Business, please identify as an 8(a), HUB Zone, Disadvantaged, Women-Owned, or non-disadvantaged.
•(17) Will you plan to participate as a prime or team\sub?
This is not a Request for Quote or Proposal. The Government does not intend to award a contract on the basis of this Sources sought announcement (SSA) or reimburse any costs associated with the preparation of responses to this SSA. This SSA is for planning and market research purposes only, and shall not be construed as a commitment by the Government. The information gathered from this announcement will be used to determine if responsible sources exist, and to assist in determining if this effort can be competitive and/or set aside for Small Business. Furthermore, the Government will use the information, in part, to determine the best acquisition strategy for a potential procurement action and/or to assist in making acquisition strategy decisions in the future.
