About this opportunity

The Department of the Army's Mission and Installation Contracting Command (MICC) Fort Hood desires to procure 1,500 annual SolarWinds Observability Self-Hosted Advanced A1000 software licenses under a Sources Sought notice with responses due November 10, 2026 at 10:00 AM Central. The anticipated acquisition is a Total Small Business set-aside, but the Government will not be able to set aside the requirement unless at least two qualified small businesses respond with information sufficient to support it. The notice classifies the requirement under NAICS 513210 (Software Publishers) and PSC DA10. It encourages participation from all small business socioeconomic categories, including 8(a), Small Disadvantaged Business, HUBZone, Service-Disabled Veteran-Owned, and Women-Owned Small Business concerns, and asks respondents to identify capabilities at a fair market price.

Responses must include firm identification and small business certifications, interest in competing as prime contractor or subcontractor, prior experience with similar requirements, and commercial availability and pricing information covering the pricing basis, delivery schedules, customary terms, conditions, and warranties. Respondents should also recommend contract structures that facilitate small business competition and identify any conditions that unnecessarily restrict competition.

The notice is informational only. It is not a Request for Quote, Invitation for Bid, or Request for Proposal, does not commit the Government to contract, and will not be paid for. Non-response does not preclude future participation. Direct questions to kelsey.m.anderson12.civ@army.mil or william.f.bakay.mil@army.mil. Direct competition concerns to Scott Kukes, MICC Advocate for Competition, at scott.d.kukes.civ@mail.mil or 210-466-3015.
