About this opportunity
The U.S. Army Corps of Engineers, Fort Worth District, is conducting market research for a Progressive Design-Build facility construction project at Joint Base San Antonio-Lackland, Texas, with Phase 1 design award targeted for March 2027 and Phase 2 construction completion targeted for November 2029.
This procurement will be executed under Other Transaction Authority pursuant to 10 U.S.C. 2808a, meaning the Federal Acquisition Regulation does not apply; a negotiated bilateral Other Transaction Agreement will govern the engagement. The scope involves constructing approximately 3,958 square meters of secure cyberspace operations facility to support the 91st Cyber Operations Squadron, including reinforced concrete foundations, structural steel framing, brick masonry exterior walls, metal standing seam roofing, a customized 200-ton capacity cooling system, two 3,000 KW backup generators with utility water line redundancy, and secure spaces meeting Intelligence Community Directive 503/705, CNSSAM TEMPEST 01-13, UFC-4-01-05 SCIF/SAPF Planning and Construction, and UFC-4-010-01 Anti Terrorism Requirements standards.
Place of performance is Security Hill Campus at Lackland AFB, Texas. The construction cost limit is $82.56 million with an estimated construction budget of $90.912 million, within a total programmed amount of $96 million. The projected construction timeline is approximately 800 calendar days following Phase 2 execution. Phase 2 will execute through a bilateral modification upon negotiation of a Guaranteed Maximum Price at approximately 65% design maturity; the Government retains an off-ramp termination clause allowing it to retain design and procure construction separately if fair pricing negotiations fail. Qualified teams must demonstrate $96 million phased bonding capacity. The Government seeks advanced methodologies including modular and off-site prefabrication, 3D printing for secondary components, and advanced materials such as self-healing concrete and high-performance insulation. An Industry Day occurred October 6, 2026, with 64 representatives from 45 organizations attending.
