About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Joint Base San Antonio is seeking Logging and Monitoring as a Service (LMaaS) solutions for Platform One (P1), a complex technology environment hosting over 150 mission software applications. This Request for Information (RFI) aims to gather detailed information about enterprise-scale technology solutions that can integrate with Kubernetes, Iron Bank, and Big Bang platforms. The government is specifically requesting vendors provide comprehensive technical capabilities across 22 key requirements, including OIDC/SAML integration, tenant-based data protection, log retention capabilities, and compatibility with various cloud and monitoring technologies. Responses must be submitted via email to five specified Air Force points of contact by February 5, 2025, with a specific subject line format including the contractor's name and CAGE code. The RFI seeks information about licensing models, pricing structures, transition costs, and training schedules for potential implementation.
The pre-solicitation notice indicates no specific set-aside designations for this opportunity, suggesting it will be open to a broad range of contractors in the computer services sector. The procurement falls under NAICS category 541519 for Other Computer Related Services and PSC category 7A20 for IT and Telecom Application Development Software. While specific award values are not disclosed, the solicitation suggests a potential contract structure with a base year and up to four additional one-year option periods. The technical requirements indicate a sophisticated, enterprise-level solution is sought, with specific needs around log and metrics retention, cloud platform compatibility, and integration capabilities. Vendors are encouraged to submit comprehensive capability statements and complete the provided Excel attachment to demonstrate their technical and operational readiness to support the Air Force's advanced monitoring infrastructure.

Additional Clarifications/Q&A:
1) Please explain how, Line 21 “Robust API for automated creation of tenants,” relates to Logging and Monitoring as a Service?
o We interpret Logging and Monitoring as passive/reactive actions that take place after a cloud service is deployed. Our interpretation of this requirement/question seems to be related to pre-deployment activities. In other words, “automated creation” seems to be a proactive action.
o Please expand this requirement/question more or reframe the requirement/ question from a different perspective.
The Government needs an API that allows us to create tenants within a logging and monitorig solution easily so that we can separate logs and metrics by labels and scale tenants as needed . The Government has ~150 customers and needs the ability to scale the creation of each customer's space to associate their identity from our Keycloak solution to their logging and metrics tenants without each customer being able to see the others information. This is what makes the LMaaS (Logging and Monitoring as a service) solution unique beyond just the need for Logging and Monitoring.
