About this opportunity

The Department of the Navy's Naval Surface Warfare Center, Carderock Division (NSWCCD) is seeking potential sources for a specialized hydraulic can crusher with advanced aerosol capturing capabilities designed for naval vessel use. The equipment must be capable of crushing 5-gallon and 1-gallon steel paint cans to below 1-inch in height, which allows for disposal in unregulated waste streams under Resource Conservation and Recovery Act guidelines. Key technical requirements include maximum dimensions of 6.5 feet in height and 52 inches in width/depth, a hydraulic operation with electronic controls, and a dedicated aerosol capturing system that can safely pierce and redirect fumes away from operators. The pre-solicitation notice was posted on January 21, 2025, with responses due by March 24, 2025, targeting small businesses interested in developing innovative waste management solutions for maritime environments. Evaluation will likely focus on technical capabilities, size constraints, and the ability to meet specific aerosol handling requirements that previous market research had not successfully addressed.

This opportunity is designated as a total small business set-aside, categorized under NAICS code 333995 (Fluid Power Cylinder and Actuator Manufacturing) and PSC code 4250 (Recycling And Reclamation Equipment). While no specific award value is mentioned, the document suggests this is primarily a Testing & Evaluation (T&E) procurement with preferences for equipment weighing less than 3,000 lbs and capable of processing paint cans with minimal reliance on activated charcoal filtration. The Navy appears to be in an exploratory phase, seeking innovative solutions that can be tested for potential future implementation across naval vessels. No incumbent contractors are identified, and the solicitation emphasizes flexibility in design, power sources, and operational certifications. The ultimate goal is to develop a compact, efficient can crushing system that reduces hazardous waste handling costs and improves operational efficiency in maritime waste management.

Notice text

The Department of the Navy, Naval Surface Warfare Center, Carderock Division (NSWCCD) is seeking potential sources for a hydraulic can crusher with aerosol capturing capabilities, in accordance with specification outlined in attached statement of work document.

Components of the Resource Conservation and Recovery Act govern the disposal of paint cans. Under these rules, paint cans that have been scraped clean and crushed below a height of 1-inch are allowed to be designated as “empty”.  Such a designation allows paint cans to be discarded in the unregulated waste stream, reducing the cost and dedicated man-hours necessary for the typical disposal of paint cans as hazardous waste. The Navy is seeking a machine suitable to reach the less than 1-inch benchmark for 5-gallon and 1-gallon steel paint cans. Given that this equipment will be aboard a naval vessel, there will be an emphasis on the equipment’s physical dimensions. It must have a manageable size for with particular regards to height and envelope width, width of the machine in the case of an outward swinging door.

The equipment should be able to crush and drain aerosol cans. This issue has been explored in the past and no suitable technology was found. The optimal equipment should be able to drain the contents of cans, capture and redirect aerosol components. It is not sufficient to simply employ activated charcoal; the equipment must be able to redirect the aerosol to another area that allows for dilution away from operators.
