About this opportunity

Princeton Plasma Physics Laboratory (PPPL), a Department of Energy National Laboratory, is conducting market research to identify Electronic Records Management System (ERMS) solutions capable of supporting compliant lifecycle management of electronic records. This is a Sources Sought Notice and Request for Information issued for acquisition planning purposes only and does not constitute a binding solicitation. Interested vendors must submit an UNCLASSIFIED Capabilities and Qualifications Statement addressing seven technical capability questions, including relevant ERMS experience, detailed technical responses to functional and compliance requirements, deployment model options (SaaS, On-Premises, or Hybrid), security and compliance information with FedRAMP certification requirements, pricing structures, and demonstration availability. PPPL is seeking responses from all interested parties including Large Businesses, Small Businesses, and all socioeconomic categories (SDB, 8(a), WOSB, SDVOSB, EDWOSB, HUBZone) as well as HBCU/MIs to determine appropriate competition levels and establish small business subcontracting goals. Selected vendors may be invited to participate in a virtual technical demonstration of approximately 2-3 hours showcasing end-to-end records lifecycle management, retention schedule application, role-based access controls, legal hold functionality, and compliance reporting capabilities.

No set-aside designation has been applied to this market research inquiry, though PPPL reserves the right to consider specific set-asides based on responses received. The notice does not identify any current incumbents or existing contractors, nor does it disclose specific award values or budget ranges, as this is a pre-solicitation market research phase. The ERMS solution must meet minimum functional requirements including digital ingest and capture of multiple formats, configurable metadata management, role-based access controls, comprehensive audit trails, records integrity and locking, retention management with automatic rule application, reporting and oversight tools, configurable workflow functionality, records disposition and destruction with certification, legal holds and retention freezes, unique record identification, records relationship and linking capabilities, and advanced search and discovery. Cloud-based systems must be FedRAMP certified with USA-based data centers and support Microsoft Entra SSO. Responses to this market research inquiry are strictly voluntary and no reimbursement will be provided for costs associated with responding, and PPPL is under no obligation to award a contract or expend appropriated funds based on this inquiry.
