About this opportunity
The Department of the Air Force Global Strike Command is seeking sources for the removal and disposal of an underground storage tank (UST) at Launch Facility E-10 located in Laramie County, Wyoming, approximately 53 miles from F.E. Warren Air Force Base. Prospective vendors must be registered in SAM and possess a minimum NIST SP 800-171 Assessment or CMMC Level 2 certification to receive Controlled Unclassified Nuclear Information related to this project. Key requirements include completing all removal and disposal work within a 90-calendar-day period of performance, obtaining all necessary pre- and post-notifications and permits from the Wyoming Department of Environmental Quality and EPA Region 8, and ensuring all personnel hold Real ID-compliant identification with mandatory security training and escort-only site access. Work must be performed during standard hours of 7:30 a.m. to 4:00 p.m., excluding weekends and federal holidays, with a minimum 10 working days' notice required before mobilization. The Sources Sought notice was posted on March 6, 2026, with a deadline for submission of March 12, 2026.
This procurement is designated as a Total Small Business set-aside, restricting competition to small business entities. The contract involves the removal of a specific 4,000-gallon double-wall fiberglass underground diesel fuel storage tank and associated components, including a spill bucket, Veeder-Root tubing, fill tube, vent, and drop tube, identified as Project GHLN 26-7127. The contractor is responsible for all labor, materials, equipment, and transportation necessary for the removal and disposal in strict compliance with local, state, and federal regulations, including the removal of residual sludge, cutting and capping supply and containment lines, removing the spill bucket and surrounding concrete slab, and filling and compacting the void with clean fill material. No incumbent contractor or budget range information is provided in this pre-solicitation notice; however, the classified nature of the facility and comprehensive scope of work indicate this will be a substantial undertaking requiring specialized expertise in hazardous material handling and site restoration.
