About this opportunity
The Securities and Exchange Commission (SEC) is seeking a Commercial Off The Shelf (COTS) subscription service for automated quality assurance scanning of the SEC.gov website. The hosted service must perform comprehensive website scans to identify and resolve issues such as misspellings, outdated content, broken links, accessibility problems, and search engine optimization challenges. Key contract requirements include routine automated scanning, ability to rescan individual pages, generate actionable reports, and provide inventories of website pages and their interconnections. Interested vendors must submit responses by May 30, 2025, at 12:00 PM ET to Pleshette Brown via email, with required documentation including a summary/cover letter, company information, product description, SAM.gov registration verification, and a price estimate. Respondents must be registered in SAM.gov and provide details about their business size, socio-economic status, and any existing GSA or GWAC contracts.
The Sources Sought Notice does not currently specify a small business set-aside, but the SEC intends to use the responses to determine if the acquisition can be restricted to small businesses. The government is seeking a subscription product that does not require custom development, with pricing to cover a 12-month base period and two additional 12-month option periods. No specific budget range or award value was disclosed in the documentation. The solicitation is purely for market research purposes under FAR Part 10 and does not constitute a formal solicitation or commitment to contract award. All submissions will become government property, and respondents are advised that no funds are available to compensate for response preparation. Contractors should carefully mark any proprietary information, as all reviewing personnel will have signed non-disclosure agreements to protect sensitive details.
Notice text
This is a Sources Sought announcement issued solely for market research purposes under FAR Part 10. This is not a solicitation and does not commit the Government to issue a solicitation or award a contract.
The SEC requires a subscription to a hosted service to conduct quality assurance scans of the SEC.gov website and prepare reports of issues it discovers. The software needs to locate and resolve correcting misspelled words, updating out of date content, fixing broken links, remediating accessibility issues, expiring duplicate content, optimizing content for search engine indexing, and resolving issues that cause pages to load slowly on SEC.gov include. It is possible to do these sorts of quality checks manually on one page or file at a time, but SEC would like to utilize an automated service that performs these scans on a routine basis and generates actionable, easy to interpret reports. Another major goal of this hosted service is to obtain inventories of pages and files that comprise the SEC.gov website, and relationships between them (e.g., which pages link to a given SEC.gov page). The SEC is seeking information from sources that currently have a Commercial Off The Shelf (COTS) subscription that meets all requirements in Attachment 1 – Draft Requirements List. The SEC is not seeking a subscription product that requires development.
The Government intends to use responses to determine whether this acquisition can be set aside for small business and to assist in acquisition strategy development.
