About this opportunity
The U.S. Army Mission and Installation Contracting Command at Fort Eustis is issuing a Sources Sought Notice for annual preventative maintenance and service repair for Qiagen laboratory instruments used by the U.S. Army Criminal Investigation Laboratory. The procurement seeks to identify qualified small businesses capable of providing maintenance services for specific instruments including EZ1 Advanced XL, QIAcube, QIAgility HEPA VU, and Rotor-Gene Q 5plex HRM Platform. Interested small businesses must submit electronic capability statements by December 9, 2024, at 1000 EST to contract specialists Nina M. Rachal or Ashley T. Scott. Respondents are required to provide detailed company information, including business status, contact details, UEI number, and CAGE code. The government will evaluate submissions to determine the appropriate acquisition method, with potential for a small business set-aside if two or more qualified small businesses demonstrate capability.
The sources sought notice indicates a potential small business set-aside for this contract, with preference given to socioeconomic categories including 8(a), Small Disadvantaged Business, HUBZone, Service-Disabled Veteran-Owned, and Women-Owned Small Business concerns. The base contract period is anticipated to run from January 1, 2025 to December 31, 2025, with services to be performed at Gillem Enclave in Forest Park, Georgia. While the notice suggests this may be a sole-source procurement to Qiagen Inc., the government is actively seeking to determine if alternative small businesses can provide the required services. Contractors must be able to provide Qiagen-certified service engineers, parts, and technical support with a 48-hour emergency response time. The anticipated NAICS code is 334516 (Analytical Laboratory Instrument Manufacturing) with a size standard of 1,000 employees, and the procurement will involve annual preventative maintenance, unlimited repairs, software updates, and parts replacement.
