About this opportunity

The Department of the Army's Mission and Installation Contracting Command at Fort Eustis is seeking qualified small businesses to provide annual preventive maintenance and service repair for Qiagen scientific instruments used by the U.S. Army Criminal Investigation Laboratory. The primary objective is to determine the availability of commercial sources capable of delivering technical support and onsite maintenance for specialized laboratory equipment, including EZ1 Advanced XL, QIAcube, QIAgility HEPA VU, and Rotor-Gene Q 5plex HRM Platform instruments. Interested small businesses must electronically submit a detailed capability statement by 1000 EST on December 27, 2024, to contract specialists Nina M. Rachal or Ashley T. Scott. The submission must include company information, small business status, contact details, interest in competing as a prime contractor, and previous experience with similar requirements. Evaluation will focus on the firm's ability to meet technical specifications, small business qualifications, and potential to compete effectively.

The procurement is structured as a potential small business set-aside, contingent on receiving responses from at least two qualified small businesses across various socioeconomic categories, including 8(a), Small Disadvantaged Business, HUBZone, Service-Disabled Veteran-Owned, and Women-Owned Small Business concerns. The contract is anticipated to be a one-year master service agreement covering the base period from January 1, 2025 to December 31, 2025, with work to be performed at the USACIL in Forest Park, GA during standard business hours. While the notice suggests this may ultimately be a sole-source award to Qiagen Inc. due to proprietary maintenance requirements, the government is exploring competitive small business options. Contractors must demonstrate capabilities in providing Qiagen-trained service engineers, responding to emergency service calls within 48 hours, and maintaining instruments to FBI Quality Assurance Standards and ISO 17025 ANSI-ASQ specifications. The anticipated NAICS code is 334516 with a size standard of 1,000 employees.
