About this opportunity
The Department of the Interior's Interior Business Center (IBC) is conducting market research for professional accounting services to support the Office of Historical Trust Accounting (OHTA). The RFI seeks capabilities for performing historical accounting and reconciliation of Individual Indian Monies (IIM) and Tribal trust accounts, involving approximately 55 million surface acres of land and $3.6 billion in trust assets. Potential contractors must demonstrate expertise in historical accounting research, account analysis, database development, and compliance reporting. Responses are due by January 3, 2025, and must be submitted electronically via email with a comprehensive capability statement including business details, relevant experience, and industry best practices. All respondents must be prepared to have personnel pass Public Trust Position background checks.
The contract will have an initial 11-month, 28-day base period with four additional 12-month option periods, with an estimated annual level of effort between 35,100-46,800 hours. Work will be performed at Department of Interior locations in Washington DC and Albuquerque, NM, or at contractor facilities. The procurement is classified under NAICS code 541219 (Other Accounting Services) and PSC code R703 (Support-Management: Accounting). The contract will likely be awarded as a Blanket Purchase Agreement with task orders structured as Time & Materials, Firm Fixed Price, or a hybrid model. While no specific set-aside is currently designated, the government is seeking to develop a comprehensive acquisition strategy based on marketplace capabilities.
