About this opportunity
The United States Air Force, through the Headquarters Air Force Civil Engineer Center (HQ AFCEC), is seeking sources for pelletized asphalt material to support the USAF Airfield Damage Repair (ADR) Program, which develops capabilities to rapidly repair damaged airfield pavements. This Sources Sought notice is issued for information purposes only and does not constitute a formal Request for Proposal or government commitment. The required material must be a mixture of aggregate and pelletized asphalt conforming to UFGS-32-12-15 specifications, with pellet diameter between 0.15 and 0.35 inches, non-tacky coating, and asphalt binder consisting of at least 88% by weight conforming to performance grade PG 76-22. When heated to approximately 320°F, the final product must achieve an APA rutting depth of less than 4.5 millimeters when tested at 240-pound wheel load at 120-psi hose pressure. Interested contractors must submit written capability statements addressing production capacity, delivery timelines (60, 90, and 180 days), shipping capabilities for both CONUS and OCONUS locations, manufacturing lead times, storage capacity, and quality control processes, with responses not exceeding 10 pages. Questions must be submitted by March 19, 2026, at 12:00 CST, and capability statements must be submitted electronically to Justin Brown or Matthew Martinez by March 30, 2026, at 12:00 CST.
This procurement carries no set-aside designation and no current incumbent or contract values are identified in the notice. The material must be packaged in 2,000-pound supersacks with forest green "PA" lettering, delivered on wood pallets with 6-mil plastic shrink wrap, with a standard shipping unit comprising 16 supersacks totaling 32,000 pounds. The pelletized asphalt specifications reference a USAF Mix Design from August 2016 that specifies component ratios including 6.4% PG 76-22 asphalt, 12.2% #67 aggregate, 36.6% #78M aggregate, 35.6% washed screenings, and 9.2% dry screenings. Interested parties should be classified under NAICS 327320 (Ready-Mix Concrete Manufacturing) or equivalent, and responses should include business name, CAGE Code, UEI, address, point of contact, and business type classification. No evaluation letters or results will be issued to respondents, and no reimbursement will be made for costs associated with providing information in response to this announcement.
