About this opportunity

NIST is conducting a sources-sought inquiry to identify vendors capable of supplying one optical spectrum analyzer optimized for visible spectrum measurements, with responses due August 14, 2026. The sources-sought announcement is market research prior to solicitation and does not constitute a binding request for quotation or proposal.

The analyzer must meet the following specifications: wavelength range of 397 to 1160 nanometers, wavelength resolution of 0.01 nanometers, measurable level range of 80 to +20 dBm, wavelength accuracy of 0.05 nanometers, and close-in dynamic range of 60 dB in less than 100 shots averaging. One-year warranty covering parts and mandatory factory product support are required. Delivery, installation, and training must be completed no later than 16 to 18 weeks after receipt of order, with government acceptance testing to occur within 7 business days.

NIST is identifying U.S. manufacturers to determine acquisition method and solicitation approach. Respondents must indicate the country of manufacture. If at least two qualified small businesses are identified during this market research stage that meet the specifications, NIST will conduct a competitive procurement as a small business set-aside. The acquisition will be posted and awarded through sam.gov. NIST is seeking responses from vendors of all sizes and will consider all small business set-aside categories.

The analyzer will support NIST's development of next-generation optical clocks for advanced timekeeping technology, requiring measurement of low-noise laser spectra to identify imperfections limiting optical clock performance.
