About this opportunity

The US Secret Service Office of Professional Responsibility is seeking technical support services for its Insider Threat Program (ITP) through this Request for Information (RFI) issued on December 18, 2025. The procurement focuses on investigative and technical support services to detect and prevent insider threats, including monitoring user activity, analyzing potential risks, and identifying security gaps. Key requirements include providing insider threat investigative analysts, delivering workforce training assistance, and offering Microsoft Purview Insider Threat integration consultation. All contractor personnel must be US citizens, and respondents should demonstrate experience with federal insider threat programs, analytical processes, and User Activity Monitoring software. Interested firms must submit a three-page capabilities statement electronically by 4:00 PM ET on December 29, 2025, to the designated contract specialists.

This procurement is designated as a Competitive 8(a) set-aside, making it available exclusively to Small Business Administration-certified 8(a) firms. The anticipated contract will be structured as a firm-fixed-price agreement with a 12-month base period followed by two 12-month option periods, classified under NAICS code 541519 (Other Computer Related Services) and PSC category DF01 (IT and Telecom - IT Management Support Services). While no specific budget range or incumbent contractor information is provided in this pre-solicitation notice, the three-year potential contract duration reflects the government's expectation for sustained insider threat support capabilities. The RFI is for procurement planning purposes only and does not constitute a binding commitment to issue a formal solicitation or make an award. Respondents should note that no reimbursement will be provided for costs associated with submitting materials in response to this request.
