About this opportunity

The Department of Health and Human Services Indian Health Service is seeking to procure postage services for the Fort Thompson Health Care Center in Fort Thompson, South Dakota through a sole source procurement action. The acquisition is necessary to replenish postage for a Pitney Bowes postage meter, which is critical for enabling the healthcare facility to mail patient appointment notifications, prescription medications, billing statements, and other essential medical communications to the tribal population served. The government is pursuing this procurement under FAR 6.302-1, justified by the requirement that only Pitney Bowes can provide compatible postage for their existing machine, and no competitive alternative exists. Interested vendors must submit responses by January 28, 2026, demonstrating clear and convincing evidence that the sole source procurement approach would not be advantageous to the government, would not be cost or time prohibitive, and would not hinder agency standardization objectives. The evaluation will be based on the vendor's ability to meet these criteria and provide the required postage services to support continuity of care and coordination for IHS patients.

This procurement is designated as an Indian Small Business Economic Enterprise set-aside, reflecting the agency's commitment to supporting tribal businesses. Pitney Bowes is identified as the sole source vendor capable of providing the required postage due to their exclusive compatibility with the existing postage machine at the facility. The total estimated contract value is $10,000, with a firm fixed-price structure. The contract period of performance is sixty days from the date of award, though supporting documentation indicates the service period extends through December 30, 2026. Quotations should be submitted to Mavis Cheney, Purchasing Agent at the Fort Thompson Indian Health Center, with a delivery deadline of January 28, 2026.

Notice text

Only one source is capable of providing this postage due to the postage machine being from Pitney Bowes, therefore the postage needed to operate it must also come from
