About this opportunity
The National Institute of Standards and Technology (NIST) intends to sole-source a contract for Alerton Envision building automation system maintenance and emergency repair services at its Gaithersburg Campus, with a Sources Sought Notice due by July 27, 2026 at 1:00 PM EST. NIST has identified Albireo Energy LLC as the proposed sole-source contractor but is conducting market research to determine whether other capable sources exist; if alternative sources are identified through this market research, NIST may pursue competitive acquisition instead.
Work involves preventative maintenance twice monthly during normal business hours (7 AM–5 PM, Monday–Thursday, excluding weekends and Federal holidays) and emergency services with 24-hour response availability extending to weekends, Sundays, and Federal holidays. The contractor supplies all labor, supervision, tools, materials, and equipment to maintain six locations (two servers and four clients, 16 Global Controllers, and 9 BCMs). Deliverables include monthly data backups, graphics maintenance at all workstations, programming and field panel diagnostics, control loop evaluation and tuning, and emergency diagnostic and resolution services priced at 40 hours.
The contract period runs September 1, 2026 through August 31, 2027, with four optional 1-year renewals and a six-month extension through January 31, 2032. All personnel must comply with HSPD-12 Low Risk Tier 1 background investigations and obtain NIST badges. IT security requirements include security hardening, unique named credentials for access, device control restrictions, and audit logging maintained for 12 months active plus 18 months archived retention. The contractor must submit personnel rosters within 14 days of award, a Safety Plan within 7 business days, a Quality Control Plan within 10 calendar days, and written PM reports within 5 days of each visit. Interested sources should respond via email to Brandon.Butler@nist.gov with company information, evidence of COTS status, pricing, and any existing federal contract vehicles such as GSA Multiple Award Schedule contracts.
Notice text
This notice serves as both a Notice of Intent to Sole Source and a Sources Sought Notice. The Government intends to award a sole-source contract to the identified contractor because it is believed to be the only responsible source capable of meeting the Government's requirements. This notice is not a solicitation or a request for proposals. However, the Government is conducting market research to determine whether other responsible sources exist that possess the capability, experience, and resources necessary to satisfy the requirement described in the attached Performance Work Statement (PWS).
See attached PWS and Notice.
