About this opportunity
Mission and Installation Contracting Command anticipates awarding a Base plus four-year requirements contract for National Historic Preservation Act (NHPA) archaeological and architectural surveys at Fort Campbell, Kentucky, with followon award prior to 28 September 2026. This is a total small business set-aside; to transition from the current 8(a) program effort, award must go to a HUBZone Small Business, Women-Owned Small Business (WOSB), or Service-Disabled Veteran-Owned Small Business (SDVOSB).
Work encompasses Phase I archaeological site detection surveys (100 percent coverage using surface transects and shovel tests at maximum 20-meter intervals, excavated to 75 centimeters minimum depth), Phase II archaeological site evaluations (grid-pattern shovel testing at 10-meter intervals and formal excavation units to assess National Register of Historic Places eligibility), and architectural evaluations conducted by qualified historic architects per 36 CFR Part 61. All work must comply with Tennessee and Kentucky State Historic Preservation Office guidelines and Fort Campbell's Cultural Resource Management Standard Operating Procedures.
Key personnel (Project Manager and QC Manager) must hold valid driver's licenses and obtain installation access. Personnel require iWatch, AT Level I, and OPSEC awareness training. Contractor furnishes all personnel, equipment, supplies, facilities, transportation, and materials except government-furnished GIS files, aerial photography, radios for training areas, and curated artifacts. Operating hours are 0730–1600 Monday–Friday, excluding federal holidays.
Deliverables include draft reports due 90 days after fieldwork completion and final reports due 60 days after government comments. Contractor must maintain a Quality Control Plan and report performance issues within 24 hours. Capability Statement responses are due 16 July 2026 at 1300 CDT; questions due 9 July 2026 at 1300 CDT.

Update #2 · Latest ·
Amendment #1: NAICS Code Changed to 541990 - All Other Professional, Scientific, and Technical Services
This Sources Sought Notice is issued solely for market research and planning purposes. This notice does not constitute a solicitation, Request for Quote (RFQ), or Request for Proposal (RFP), and no contract will be awarded based solely on responses to this announcement. The Government is seeking to identify qualified contractors capable of providing non‑personal services to conduct National Historic Preservation Act (NHPA) archaeological and architectural surveys. Required services include Phase I archaeological site detection surveys, Phase II archaeological site evaluations, and architectural evaluations, performed in accordance with applicable regulatory standards.
The current requirement for these services expires on 28 September, and the follow‑on effort will be awarded prior to that date. The planned acquisition will be a Base + four‑year requirements contract performed at Fort Campbell, KY.
NAICS Information
The Government is considering NAICS 712120 (Historical Sites) as the primary NAICS code for this requirement, as it most closely aligns with the scope of work, including archaeological surveys, architectural evaluations, and inventory of historic properties in support of NHPA compliance. NAICS 712120 encompasses activities related to the preservation, documentation, and evaluation of archaeological sites, historic buildings, and culturally significant locations.
The Government is also considering NAICS 541990 (All Other Professional, Scientific, and Technical Services) as an alternative NAICS code. This code may apply to firms providing specialized cultural resource management services that do not fall squarely within other NAICS categories.
Respondents are encouraged to identify which NAICS code best aligns with their business operations and provide justification if recommending an alternative NAICS code.
Small Business Considerations
This requirement is currently an 8(a) program effort. To disenroll the requirement from the 8(a) program and transition it to a small business set‑aside, the resulting award must be made to a qualifying small business in one of the following categories:
-
HUBZone Small Business
-
Women‑Owned Small Business (WOSB)
-
Service‑Disabled Veteran‑Owned Small Business (SDVOSB)
Responses from firms in these categories are especially important to the Government’s market research. Interested vendors shall submit a Capability Statement demonstrating their ability to perform the required services.
