About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Eustis is seeking small businesses to repair and rebind 29 math books from the United States Military Academy (USMA) Library's Archives and Special Collections. This pre-solicitation notice is designed to determine market interest and capability for a potential small business set-aside contract for book restoration services. Interested firms must submit detailed responses by April 23, 2025, at 9:00 AM EST to Leslie Duron via email, providing information about their business status, experience, pricing, and technical capabilities. The evaluation will focus on firms' ability to perform specialized book conservation work, with particular attention to small businesses across various socioeconomic categories including 8(a), HUBZone, Service-Disabled Veteran-Owned, and Women-Owned Small Business concerns. Respondents are required to provide comprehensive information about their qualifications, including DUNS number, CAGE code, and previous experience with similar restoration projects.

The contract is specifically set aside for small businesses, contingent upon receiving responses from at least two qualified firms that can demonstrate capability to perform the work. The restoration project involves detailed book conservation work, including creating new leather or cloth spines, repairing text blocks and signatures, and adding new end papers and spine labels, with the goal of preserving historical mathematical texts. The work will be performed off-site at the contractor's facility, with a requirement for 100% quality assurance to ensure no damage to the books' significant historical components. While no specific budget range is mentioned, the project is funded through a dedicated gift fund for this restoration collection. The anticipated NAICS code for this opportunity is 323120 (Support Activities for Printing), with a size standard of 550 employees, and the contract is classified under Product Service Code T011 for Print/Binding services.
