About this opportunity

The Army Contracting Command - Detroit Arsenal (ACC-DTA) has issued a Sources Sought Notice and Market Research Survey for the production of a Mount, Telescope (NSN 1240-01-277-0473, Part No. 12599175) intended for use with the M119 Howitzer. This pre-solicitation notice is designed to gather information regarding industry capabilities, interest, and qualifications from both small and large businesses to inform ACC-DTA's acquisition strategy for a potential future procurement. Interested vendors must possess a current DD 2345 Military Critical Technical Data Agreement to access the Technical Data Package, which is restricted to Department of Defense personnel and U.S. DoD contractors. The survey requires respondents to complete a comprehensive questionnaire addressing company profile, business classification, manufacturing capabilities, production lead times, quality management systems, and commercial availability of the item. Responses must be submitted by April 10, 2026, via email to Contract Specialist Colin Creagh at colin.t.creagh.civ@army.mil with the subject line "Sources Sought Notice, Mount, Telescope," and may include relevant sales media and product manuals as attachments.

No set-aside designations have been applied to this opportunity; however, the survey indicates that potential small business set-asides may be considered in future procurement actions, including 8(a), HUBZone, women-owned, service-disabled veteran-owned, and small disadvantaged business categories. The estimated procurement consists of 22 units in Year 1 and 20 units in Year 2, providing a clear indication of anticipated demand. First article testing will be required for selected vendors as part of the qualification process. Respondents must adhere to strict confidentiality guidelines when submitting proprietary or trade secret information, clearly marking such data with restrictive legends and providing release statements authorizing distribution to Army personnel involved with the survey. The government acknowledges its obligation under 18 U.S.C. 1905 to protect qualifying confidential information from unauthorized disclosure.
