About this opportunity

The U.S. Coast Guard Civil Engineering Unit (CEU) Oakland is seeking a contractor to perform maintenance dredging at the USCG Moorings Tongue Point in Astoria, Oregon for Fiscal Year 2025. The project involves dredging up to 25,000 cubic yards of sediment from the mooring basin and boat lift areas to a design depth of -20.0 feet Mean Lower Low Water (MLLW) with a 2-foot over-depth allowance. Contractors must be capable of executing the dredging using hydraulic or mechanical methods and disposing of the sediment at the EPA-approved Ocean Dredge Material Disposal Site at the Mouth of Columbia River Deep Water Site. Interested firms are required to submit a detailed response by January 13, 2025, at 6:00 PM Pacific Time, including company information, SAM.gov UEI, Dun and Bradstreet number, and evidence of experience in similar dredging projects. Evaluation will focus on the contractor's ability to meet technical specifications, compliance with environmental permits, and demonstrated capability to perform the work effectively.

The solicitation is not set aside for any specific business category and is open to all qualified contractors. The procurement estimate ranges between $1,000,000 and $5,000,000, with the work classified under NAICS code 237990 for Other Heavy and Civil Engineering Construction. The dredging and disposal must be conducted between June 1, 2025, and October 31, 2025, to avoid challenging sea and weather conditions that make ocean disposal difficult. Contractors must minimize impacts to local fishing vessels during transit and comply with permit conditions from multiple agencies, including the Army Corps of Engineers, EPA, National Marine Fisheries Service, and Oregon state regulatory bodies. The contractor will be required to produce a Dredge Operations Plan within 30 days of award and begin dredging upon receiving a notice to proceed from the U.S. Army Corps of Engineers. A formal solicitation is expected to be issued around January 20, 2025.
